I am a bit at a loss to understand how this project can have got as far as it obviously has without wanting to do anything about the availability of district-level election results data across EU countries, both now and for the current elections, but also going back into the past.

The analysis of election surveys in my view should be closely linked to analysis of election contexts. But what's the use of, for instance, having constituency/election district codes in European election surveys if there is no accompanying database with well-constructed indicators of what that election district is like and what its history is?

What is absolutely crystal clear, is that having national-level election statistics available is now hopeless for contemporary election analysis - because competition space conditions are set at the local or district level mainly, and somewhat at regional level also.

So should not systematizing the data availability of pan-European, district-level general election results would be the top priority for the contextual data area? Could someone explain if it is or is not in scope and if not, why not?

The candidate survey team strongly agrees with your objections and suggestions.

Detailed information on electoral results have to be collected and linked to the results of the voter as well as the candidate survey. Regardless of the electoral system applied in each country, local or regional results are at least as important for further analysis as are aggregated national results. Therefore, the contextual data team should collect results on all available levels.
Nevertheless, the primary scope of this project are the upcoming elections in 2009. Collecting older results - especially for the elections in 2004 - should be considered but in our opinion the contextual data team should focus on the 2009 results. Remaining ressources can be spend on further data collection.
