Subject: BRIEF OVERVIEW OF THE EES 2009 SURVEY

25
Location: European University Institute

EES 2009 voter study overview

Our aims for the EES 2009 are to create a nationally representative survey among those eligible to vote in European Parliament elections in each of the respective EU member states, which is

-         Internationally comparable through the use of identical questions and question order, and

-         Historically comparable with previous EES studies

The EES 2009 will be a single-wave post-election survey. Current funding allows for 1,000 completed interviews per EU member state.

In line with previous European Elections Studies, the content of the survey will focus on electoral behaviour, general political attitudes and -behaviour and will include relevant background variables. The final selection of topics and questions will be completed after consultations with the EES user community through the PIREDEU Open Forum.

Proposals for extension or improvement of the EES 2009

Proposals are invited for improvement of the 2009 questionnaire on previous implementations of the EES. Proposals for improvement may focus on technical aspects such as question wording, or the coding of survey questions, background variables or contextual data and the like.

We also welcome proposals for additions to the 2009 questionnaire. While previous EES questionnaires will be taken as a starting point for the 2009 questionnaire, members of the social science community are invited to argue for the inclusion of question topics or items omitted from the EES in previous years.

In evaluating proposals for topics to be included in EES 2009, contributors are urged prepare proposals that take advantage of the unique character of the EES 2009, as part of the PIREDEU project. Preference will hence be given to proposals that:

-         Take advantage of the integration of the voter survey data with concurrent data collection efforts through PIREDEU (media, elites, manifestoes, contextual data)

-         Take advantage of the nature of the EES 2009 as a nationally representative, comparative voter survey carried out immediately after the 2009 European Parliament elections, in all members of the EU

-         Take restrictions in survey funding into account. As funds currently available for the questionnaire are limited, contributors should pay careful attention and offer substantive argumentation as to the minimum number of question items that need to be included to make the proposed addition a success. In line with these funding restrictions, contributions including proposals for (shared) funding of question items to be included in EES 2009 are welcomed for discussion.

-         Offer a clear plan of research based on the proposed survey questions. Contributors are asked to include clearly specified research plans, based on the proposed survey additions, including an outline of the analytical models and techniques to be used. Such plans of research will aid the evaluation of the survey proposal and stimulate debate and improvement of the proposal on the Open Forum, and may offer additional benefits such as the integration of separate research proposal into a single one, of value for a number of research teams.

Proposals for questionnaire content or improvement can be submitted on the PIREDEU Open Forum from 15 April until 14 June 2008. Following that period, the research team will evaluate the different proposals and formulate a draft questionnaire. From July 2008 until January 2009, the forum will then offer a space for feedback and discussion on the proposed questionnaire.
